Supplementary provision.
Conveyance of mails.
Finance Committee has authorized a supplementary
provision of $2,000,000 under Head 25A subhead 2 in the 1950/51 Estimates and your approval is requested under the terms of your despatch No. 302 of 25th September, 1948.

The supplementary provision is required to meet the revised estimated expenditure of $4,500,000 in the current financial year on the conveyance of mails. There has been an unexpectedly large increase in the volume of mails handled by the Post Office and mail which previously was despatched direct to Shanghai now passes tthrough Hong Kong. In addition the full effect of the revaluation of sterling in 1949 on transport charges is now more accurately known. This expenditure is, of course, off-set by a correspondingly large increase in revenue from the sale of stamps, and in receipts from transit charges.
